Philip Morgan is the consultancy's managing partner.

 

Philip has been working on developing bilateral links between the UK and China for over 15 years and is committed to strengthening ties with China even more.  

 

From 2003 to 2009,  he  was the senior policy adviser on China for the UK Government's Joint International Unit. Philip's achievements in this period included:

 

• project leader for the Prime Minister's Initiative (PMI) on the recruitment of international students to the UK

• the design and implementation of UK-China Scholarships for Excellence, a PhD and post doctoral scheme; 

• orchestrating four of the annual UK-China Education Ministerial Summit meetings;

• the design and implementation of the UK-China Graduate Work Experience programme  (GWEP) aimed at providing work experience opportunities for young UK and Chinese graduates;

• designing and implementing the UK -China Skills Challenge;

• producing the first UK-China Education strategy "Partners in Education";

• advising Ministers and contributing to cross Government discussions on engagement with China.

 

From 2010 until 2012,  Philip was the First Secretary for Scottish Affairs within the UK Embassy in Beijing. His achievements in this period included:  

 

• raising Scotland's education and cultural profile  with China's central and provincial Governments and Hong Kong SAR;

• representing the Scottish Government in negotiations with the Chinese Government and its agencies across a range of issues including the gift of two giant pandas to Edinburgh Zoo; direct air routes; the protection of Scottish whisky; the Scottish Ten project.

• the design of the Hong Kong - Scotland post doctoral research programme;

• advising Scottish Ministers on Scotland's strategy on "Working with China". 

 

Since leaving the British Embassy in 2012,  Philip has focused his attention on promoting a better understanding about the UK in China through a series of speeches and presentations.
