Previous projects 

Philip was appointed by the then Permanent Secretary to lead a review team to explore the fundamental question of whether the current structure and design of the DfEE policy teams was adequate enough for developing and delivering the DfEE future policy agenda.  And if it found that there was a better and more efficient way of designing and structuring our teams, to make recommendations.

When the Education and Employment departments merged in 1995, Philip was asked to integrate and streamline the Ministers support offices, known as private office.  He oversaw a complex management of change programme working against a backdrop of low staff morale and a budget reduction of 30%, at the same time reforming outdated processes and procedures.  Once delivered, Philip was given the role of preparing those reformed private offices for a change of government in 1997.

Following a critical review, Philip was asked to design and implement a performance improvement programme for the Education Department’s Schools Directorate, as part of the Labour Government’s Modernising Government agenda.  Based around the principles of total quality management, he designed a system for embedding measurable, meaningful and manageable improvement objectives into the Directorate’s dated planning system.  

Philip was recruited by A.T.Kearney a leading global consultancy firm to develop and lead on their Home Office interchange programme. Its aim was to encourage an exchange of people, their ideas, skills and experience – between the Home Office and the private sector through a programme of high quality and focused secondments.
